One of the important features of Knowledge Economy is that market competition transfers from substance resources to intellectual resource. Knowledge Economy combining with global economy is making the competition of talents violently. The value of human resource becomes the symbol of counting an enterprise's whole competitive abilities, and personnel qualities are the fundament of their survival and development.Nowadays many enterprises are increasingly stressing the importance of human resource. All enterprise of pursuing standard management have already devised 'Human Resource Department', and the market value of higher human resource managers is still increasing, the given fund proportion in management is larger than before. But they still feel the shortage of practical methods. How can we help them realize rapidly progress in level of human resource management, and make it exhibit positive effect to realize enterprise's strategy aim ?This is the start of the thesis, which try to provide an effective series of solution to human resource management , constructing Human Resource Management System. In order to analyze systematically why enterprises need to construct HRMS of basing information technology and how to construct HRMS, the thesis plans to write in three parts.The first part is the development history of HRMS and construction of HRMS. The history could go back to the last 1960'.The features of modern HRMS is that from the angle of HRM, with the collection figures warehouse, manage almost all figures associated with human resource , form assembling information.The second part is the importance and necessity of HRMS in the talent fundamental time. I try to play Microsoft's HRMS as example to demonstrate three points importance through making use of HRMS for an enterprise: (1) Developing human resource department's effect; (2) Standardizing human resource department's devise;(3) Providing increase value service for enterprise and personnel.The third part is analyzing how an enterprise to build up itself scientific and effective HRMS. First it must choose available HRMS settle devise. Before running, the enterprise should associate with equipment provider to engage in requirements analysis and work design. After finished, it also communicates with the provider to doing technological help, ensures system to able to adapt enterprise's changing demands.
