After entering 21st century especially joining in WTO, Chinese enterprises are gradually melting into a brimless economic system and globalizing business environment. Domestic and international enterprises compete with each other sharper and sharper. Human resource management plays a great role in this competition of the whole world, and are engaged in some primary explorations. But compare with the advanced management thought and mature acting mode of overseas MNC and domestic large enterprises, our local SME are obviously on inferior position. Human resource management has become the choke point restricting the growing up of SME, and has seriously blocked the steps of SME participating the competition in the whole world. The paper adopts the method of combing theoretical research with practical case, being established in the new situation which the SME human resource management are faced with in 21st century, directing at the problems of human resource management, basing on absorbing and drawing lessons from the latest productions and useful experiences of enterprise human resource management all the world, getting rid of the stale and bringing forth the fresh, researching how the SME institute the competitive human resource management strategy. Firstly, the paper discusses the connotation of human resource management theory, the evolution process and theories which are related to strategic human resource management by the numbers, and clarifies the important strategic status of human resource management in achieving the competition advantage for enterprises. Secondly, the paper briefly describes the concept of SME and the characters of human resource management, analyses the developmental opportunity and severe challenge for human resource management of SME caused by economy globalization in 21st century and China joining in WTO, and analyses the current situation of SME human resource management and problems to be resolved. Finally, from the external environment and internal character of the enterprises, the paper discusses the primary factors which affect the human resource strategy of SME, and work out a plan directed at the problems forenamed in the anterior chapters.
