Technical innovation strategy is an important and effective management strategy to enterprises engineering management. When handled properly,it can promote and raise the management level and efficiency for an enterprise,and thus bring into enormous economic benefits.The 15000 oxygenerator engineering was a key engineering of Anyang Iron & Steel Corporation in 2000 and 2001. Whether or not it could be commissioned successfully,or reached its capacity or operated smoothly,had a direct bearing on current annual production and management objectives of Anyang Iron & Steel Corporation,which possessed the decisive strategy significance to the present and future development of the corporation. For that reason,it was decided to control all the links of engineering with technical innovation strategy. As a process engineer of project office and a major character in workshop,the author carried out a careful study and practiced personally.The paper divides into three parts. In part one it is pointed out that technical innovation strategy has come into an important strategy in current China and explains the meanings of technical innovation strategy and engineering management. Part two introduces the new development of domestic oxygenerating industry. Part three describes the successful application of technical innovation strategy to each period of 15000 oxygenerator engineering management including design,erection and operation/maintenance. Some of the technical innovations had been put into effect,which all have solved the actual vital problems of 15000 oxygenerator engineering. Some of them even can avoid serious problem from happening a second time,which not only have shortened the time-limit of erection and commissioning,but also played an important role in ensuring the smooth and safely operation of 15000 oxygenerator.The great economic benefits of innovation strategy lie in that,first of all,it ensured the oxygenerator commissioned on schedule,its design capacity achieved and production stabled. The economic benefits of 15000 oxygenerator has now reached up to 297 thousand yuan RMB per hour. If it were shut down abnormally,the direct economic loss will be at least 300 thousand yuan RMB per hour. Even if it switched on immediately after shutoff,the oxygen and nitrogen production can return to normal at least four hours later,and it has to spend seventy-two hours to make liquid oxygen and its purity meet the requirements,in which the losses from half a steelmaking and ironmaking production loads or so are not included. Secondly,the oxygen and nitrogen output of oxygenerator increased. The designed oxygen output is ISlOONmYh,the nitrogen output 36600Nm3/h,through innovation,the maximum oxygen output can reach 16200 Nm3/h,and nitrogen output 40000 NmVh. Some of the technical innovations are more advanced and creative compared with similar type of domestic oxygenerator,mainly including:(1) operation innovation of air separation start(2) updating of LIC701 the bottom of the tower liquid level sampling p-n tubes,which is worthy to be spread and wins high praise from professor-senior engineer of China Air Separation Corporation.(3) the hot actuating procedure innovation(4) the innovation of oxygen pressurer shut off(5) molecular seize system innovation,which creatively improves its operation effect and cycle.(6) Scientifically understanding the influence of crude nitrogen regulating valve fluctuation on the top of crude nitrogen I tower to oxygen content and purity of nitrogen fraction,so as to attain the goal of adjusting oxygenerator operation according to the above mentioned law. It has the significant guidance to regulate the operation of large-scale oxygenerator and worth being popularized.
