Strategic management is a rising science founded in the United States of America. It is to suit the needs of enterprises to face the fierce competition, complex environment and difficult business operation circumstances after World War Two. Following the establishment of social economy market system in our country, enterprises, especially large ones, shall help themselves to strongly stand in success in the fiercely competitive international and national market through the practice of strategic management. It is very essential for Pan Gang Group Chengdu Steel and Iron Co. LTD. (hereinafter called "PGCSIC") to pursue the strategic management under the favorite condition of company moving and restructuring. It is significantly important to formulate the company's general development strategy, thus to lay down a good foundation for the company to implement strategic management and direct the moving and renovation of the company.By using the relative theory of strategic management and basing on the strategy survey, this dissertation made a comprehensive study and analysis on the internal condition and outside circumstance of PGCSIC, and upon it, a feasible corporate strategy is drawn up. This dissertation is divided into four parts including Introduction, Section One, Section Two and Section Three.The Introduction puts forward the purpose, significance, range, depth and focus of the research, and then it introduces the methods and thought used in the research work. The characteristics and the application of this dissertation are also introduced in this part.Section One is the Situation and Evaluation of PGCSIC. It firstly makes a brief introduction of the company, and then it analyzes and evaluates the company's organizational structure, human resourcescondition, operation process and equipment, product variety and quality, technical development capacity and financial performance. This section also makes comparison and assessment on the company's advantages and disadvantages in the above said aspects by using related index in this industry. Through the above analysis, readers will have a comparatively thorough and complete picture of the company.The second section is the analysis on the company development environmental factors. It first analyzes the influence of the international and domestic markets and the entering of WTO to our iron and steel industry. This analysis will help to better understand the macro-market environment of our national steel and iron industry. After that, it makes analysis on the market environment and industrial structure of the company's two main types of products including the seamless steel tube and the construction steel product. Then it makes an introduction on the PGCSIC's parent company Pan Gang Group and its development strategy. Finally, this section analyzes the resources condition, transportation and consecutive development of the company's main resources such as iron ore, fresh water, waste steel, water and electriciy. Through the above analysis, a precise and general picture will be clearly presented on the outside advantages and limitations which influence the development of PGCSIC.The third section is about the company's year 2010 overall development strategy. This section brings up the company's mission statement and year 2010 objective based on the analysis in Section One and Section Two. By using SWOT analysis tool, the section offers a deep analysis on the advantages, weakness, opportunities and thread in front of the company. Following that is the bringing up of structure opetimum, perfect product, resource integretation, vertical integretation, variety development and consecutive development strategy, altogether combining into the the company's year 2010 six general development strategy. Thecontents of the strategy implementation is also defined in this section. This section finally explains the organization structure issue which shall be settled.
