Innovation And Countermeasure Of Fujian Province Medical Insurance System

In January 2001, Fujian Province implemented the basic medical insurance system in an all-round way. Through more than one year's efforts, the old systems, the labor medical insurance system and the official medical insurance system have been broken down. New medical insurance system is developing on a healthy and steady track. As the first of the three innovations of the medical insurance system, medical system and medicine circulating system, it has met many new problems without the coordination of the other two innovations which failed to start as scheduled. Medical organizations, in dealing with medical insurance centers, created many countermeasures to counteract the medical insurance policies.This thesis, from the perspective of medical insurance system innovation acting as the promoter and monitor to the other two innovations and supported by the successful experience and problems arising from the operations of the medical insurance systems both in China and other countries, analyses the existing situation of the medical insurance system innovation in Fujian Province. Based on the present situations in and beyond Fujian Province, suggestions are given on how to perfect the basic medical insurance system.This thesis falls into four parts:Part one gives a brief summary of the social medical insurance, and analyses the position and characteristics of the social medical insurance.Part two introduces the history of social medical insurance in China and presents a dynamic view of this innovation of the basic medical insurance system.Part three analyses and compares some typical social medical insurance systems both in China and other countries, summarizes the achievements and weaknesses of the operations of medical insurance under different circumstances.Part four analyses the existing situation and problems of the medical insurance of Fujian Province, analyses their derivations and gives corresponding suggestions.
