The Research On Chinese Social Medical Insurance System Innovation And Suggestions--Take Hunan Province For An Example

Since April 2000, Hunan Province has implemented the basic medical insurance system in an all-round way. During the running of the system, a lot of new problems have been found out. These problems concern the social stability and people' s health rights and the conditions, the author puts forward the constructive suggestions.Based on the researches of medical security at home and abroad, a summarization of successful experience and lesson have been formed in the operation of social medical insurance systems. The current status of innovation of medical insurance system in Hunan Province has been studied surrounding medical cost control. According to the present provincial and national conditions, the sound measures have been proposed in order to improve the basic medical insurance system.There are four parts in this thesis:In part one, a brief introduction has been done for the concepts, characteristics, history and the development of social medical insurance in China and other countries.In part two, the theoretical researches about social medical insurance have been comprehensively reviewed;some typical cases of social medical insurance systems have been studied comparatively; the advantages and disadvantages of each system under different circumstances have been well concluded. It is confirmed that the advantages are useful undoubtedly for the innovation of medical insurance system in Hunan Province.In part three, the situation and problems present inimplementing medical insurance system, and the new conditions emerged from being an acceding state of WTO have been revealed.In part four, some helpful suggestions to improve the national social medical insurance system have been proposed.The contribution and the creative work in this study are as follows: 1.having put forward a new kind of centralized accounts; 2.having put forward new methods to establish and improve the medical security of multiple levels; 3. having put forward measures to accelerate reform of medical and health system; 4. having put forward the countermeasures to control medical cost in the nominated medical institutes; 5. having explored the possibility of medical insurance legislation.
