A Study On The Management Model Of Construction Project Invested By Chongqing Municipal Government

In order to strengthen the administration of the projects invested by the government (PIGOV) under the market economy, and to ensure the positive development of the PIGOV, this thesis studied the management model of the PIGOV, and developed some useful suggestions and ideas for Chongqing municipal government and the related functional organizations according to the economy globalization, the Western Development and the actual conditions of Chongqing. From the view of study, the thesis combined the actual facts with the theory of project management, and the induction method with the analysis one, then put forward various preliminary structural management model of the PIGOV that are suited to the conditions of different stage and period in Chongqing. This thesis looked back the process of development of PIGOV in China and Chongqing, analyzed the main problems in the planned economy. After contrasted with multifarious project management model of various countries and analyzed the main problems presenting in each model as well as the present concrete conditions of the PIGOV in Chongqing, this thesis made a useful summation of the management model of the PIGOV in Chongqing with the current stage of Chongqing economic development. At last, the thesis made some suggestions against the related policies for the government. After a series of analyses on PIGOV, the main conclusions are gained as follow.1. With the development of the market economy in China and the economic globalization in the world, the model of PIGOV under the planned economy have obstructed economic development, it is imperative to increase the reform of PIGOV.2. Through analyzing the PIGOV and its development course of developed countries and domestic developed area carefully, the writer divides the stage of Chongqing economic development into three stages: developing start period and high speed development period, stabilize increase period, and pointed out that Chongqing was come into the high speed development stage.3. Combine the specific economic development, the writer advanced the financing organization each as the owner of PIGOV under the high speed development, and brought the model of " centralize relatively and competition appropriately " into effect. And according to current government investment construction project, the writer gave some insufficient suggestion of making related supplemental policy and opinion.4. The writer forecasted the way of PIGOV in the stabilize increase period with researching the model of developed countries and domestic developed area.
