Study On Management Of Construction And Operation Of E-government Project

Along with the rapid development of global information, e-government has become the strategic choice of innovation and reform of worldwide governments' public management. But the low success rate of e-government project commonly beset all the governments, which can not reach the anticipated target, missing the deadline and overrun budget. At present, in China, the e-government projects'construction success ratio and the input-output ratio are generally low. Performance can not achieve continuous improvement.Based on the projects group theory, the project evaluation theory, set theory, maturity theory and analytic hierarchy process, etc., the current problems of our e-government project construction and operation management have been studied in this dissertation. Furthermore, the e-government project's maturity index and the model base on the maturity theory are also established, which are in combination with the development stage and classification of e-government project. Therefore, following the general structure of the e-government, the model of e-government project is presented, and the level and relevance of key elements are studied. Three construction models of e-government project group and the distinguishing method of them are also studied. Finally, According to the present status and problems of systematic construction and operation about e-government project, this dissertation dealt with the cost of maintenance and operation. The method for calculating the cost is presented, which focused on determining the limits of centralization of outsourcing, choosing the service providers and determining the price.The main innovative points are the following.(1) E-government project decision model based on maturity theory was establish-ed. This dissertation constructed e-government project maturity decision model, improved the correctness of e-government project's setting and approval. Therefore, the success ratio of e-government project will be raised.(2) Management mode of e-government projects group construction was put forward. Based on the e-government total frame principal, this dissertation established the concept model of e-government projects'construction, put forward e-government projects group construction mode which is business collaborative, resource sharing and service gathers, formulated specific method of identifying projects group and management mode of projects group construction.(3) Centralized outsourcing management mode and policies in e-government system operation and maintenance are put forward. Cost calculating method of the e-government system operation and maintenance has been established; policies of domain classification, choice of service provider, and determination of outsourcing price are proposed.
