Appraisement System Of Enterprise Technology Innovation

With the development of the science and human society, people begin to recognize the great effect of technology innovation to the development of the national economy, and research it widely. When J.A.Schumpeter brought forward the technology innovation theory in 30ths in 20 century, the research of the technology innovation have been gone on for more than half a century, and it developed quickly. But in our nation, it just began right now, and faced many problems; many enterprises lack for the ability for technology innovation, and that leads the fall of our country's scientific competition. It mostly appears passive creation in enterprises in China, which owe to the lost of the leadership of enterprise in creation process. But the most important condition is a lack of the technology innovation appraisement system.This paper discusses the content and motivity of the technology innovation theory, and based on the model of enterprise innovation process, according to the point of enterprise innovation process, then creates a consummate technology innovation appraisement system. The tradit appraisement system is based on the ability forenterprise's creation, and it's result is used by the department of government. But the result is no use to the creation decision of enterprises, and to the strength of the enterprise's leadership in creation process. This system contains three parts: technology innovation motivity system, technology innovation capability appraisement system and technology innovation output appraisement system. These three systems separately fulfill the different demand in the different segment of innovation process. And this appraisement system also corresponds to the management model of company (invest-manufacture-sale). It's also easy to bring into effect and has much practical value.
