Is Chinese railroad industry like a morning glow or setting sun? Many people doubt the rapid growth of railroad industry in China as British and American railroad business is experiencing its gradually atrophic time. Since P.R. China was build up in 1949, the business of railroad passenger transportation has made tremendous progress. Also, it has made great contribution for China's high speed economic growth and the improvement of Chinese people's life quality. However, the railroad industry is hard to meet the requirements of economy increase and social advance with further China reform and continuing development. Considering the current situation of Chinese railroad industry, more and more technical problems have to be resolved urgently, the administrative system and its management have to be adjusted. Many theories and suggestions have been studied and discussed. Common interests led us to work out feasible plan and practical management system.The article investigated the history records and current situation of railroad passenger transportation business. The possibility of new management system of sales and cost is studied. It's concluded that the management model has benefits of both economic and social effects.
