Performance management consists of two aspects:that is, examination and assessment. Examination which characterizes with objectivity attaches more importance to assessment from the point of fixed quantity; assessment which characterizes with subjectivity attaches more importance to evaluation from the point of the nature of the case. As an official system, examination and assessment system can fairly and objectively measure and evaluate an employee’s working performance, so that it can serve its role to supervise and check the employees to convey their work efficiency, therefore, the employee himself, enterprise and society can benefit from that process. According to the systematic analysis about the theory of "360degree examination and assessment" originating from the western countries, in addition to refer to the essence of the theory, the paper put forward improvement tactics towards examination and assessment of the Communication Bureau in S city, so as to upgrade the examination and assessment management in the Communication Bureau in S city, which is significant and meaningful.The paper includes four parts:the first part consists of relevant definitions of examination and the academic discussions about the theory of "360degree examination and assessment". In this part, there is the analysis of the essence and functions about the examination and assessment at first; then the paper expounds the basic definitions about the theory of "360degree examination and assessment". The second part, the paper briefly introduces the content of examination and assessment and its implementation in the Communication Bureau in S city. As for the third part, the paper expounds the problems and reasons behind it concerning with the management of examination and assessment in S city. In the fourth part, the paper put forward the tactics to improve management of the communication examination in S city based upon the theory of "360degree examination and assessment" originating from the western countries, which is the core of the whole paper.Adopting the research manner of fixed nature of the case, combining with the theory research and system research, the paper deeply studies the problems existing in the process of establishing the system of examination and assessment management in Communication Bureau in S city; meanwhile, the writer finishes the paper by referring to document collecting methods such as document method and observation method, so the writer collects plenty of materials related with the research field, so that enough preparations have been made to get ready for the research. The writer also starts with the research work by taking samples and typical investigation. By means of relevant research methods, the paper provides an angle for further discussion about the internal problems existing in Communication Bureau in S city, so that relevant parties will comprehend how to upgrade the management of examination and assessment in S city and promote the communication to another higher level and also strengthen the communication management, administration and law enforcement, which conveys significant and comprehensive implication.
