Along with the rural economic reform and the booming urban market economy, increasing rural-urban migration has become a social phenomenon in china. As the newcomer from the countryside, the peasant migrants once had their own meaning context and social world. Now confronting with the new metropolitan life. Some feel shock and anxious. In reality, many of them commit crime .So in many people's eyes, they have changed from a weak population group to a problem population group. After presenting an overall analysis for their criminal characteristics, the author tries to explain the reasons for their offense from different perspectives. The paper argues that this change is due to forms of individual anomie of the migrants on the one hand and to defects in administrative regulations on the other. However, interactions of both aspects can frequently be observed. The paper presents case studies and makes suggestions for policy - making. The paper stresses the necessity of institutional innovation in the administration of rural migrants, including socialization processes and service style administration to promote integration between , urban and rural areas .
