The Counter Measures Study On The Mass Work Of Rural Grass-roots Organizations Under The New Situation

Whether careers of the Party and the people can be successfully developed, always depend on the mass work of our Party which lay emphasis on the grass-roots. And implementing the Party’s mass line and doing a good job in the Party’s rural grass-roots mass work, which are practical requirements of both maintaining the Party’s advanced nature and purity and consolidating the Party’s ruling base, are also urgently needed by the innovation of rural social management and building of the new socialist countryside. A really good job of rural grass-roots mass work, which is vital for our Party to win the hearts and the support of the people, furthermore, it can proved a guarantee for the establishment of socialism with Chinese characteristics based on the broad and solid foundation of the masses. Based on the in-depth development of the mass line education practice, this article mainly explored the specific countermeasures of grass-roots mass work by analysis of the mass work of rural grass-roots organizations of the Communist Party of China under the new situation.This paper consists of two parts:introduction, which made a comprehensive analysis of the feasibility of the topic and laid the groundwork for the thesis writing, and text, which located from the first chapter to the fourth chapter. Focused on the theoretical knowledge of mass work, the first chapter in the text mainly gave a basic definition of the mass work of the rural grass-roots organizations and made a clear interpretation of the core and essence of it. Meanwhile, this chapter provided a theoretical basis and scientific orientation for the mass work of the rural grass-roots organizations by interpretation the importance of it under the new situation. The second chapter mainly discussed the new situation that the rural grass-roots Party organizations faced with when they began to carry out the mass work. Since the reform and opening up, the social environment which rural grass-roots mass faced with and the subject and object of mass work both have undergone new changes with the development of the rural market economy and the transformation of the rural political system. It can make a clearer understanding of the objective reality and handled it by systematically study on the new situation that the rural grass-roots Party organizations faced with when they carried out the mass work, and which could provide concrete train of thought for the following mass work. The third chapter emphasized on the analysis of the existing problems with which the rural grass-roots mass faced under the new situation. The rapid development of rural economy society has led to an extensive adjustment of the related interest’s pattern, involving the vital interests of farmers, which would affect the social stability and make a substantial increase in social conflicts. Besides, the abilities of the rural grass-roots Party organization’s leadership and organization both have weakened, which have added new difficulties to the mass work of the grass-roots Party organizations under the new situation. The fourth chapter focused on the problems which the rural grass-roots Party organizations confronted with when they carried out the mass work, and put forward some concrete countermeasures to overcome them. Improvement of the service ability of the rural grass-roots Party cadres, construction of the grass-roots Party organizations’ new norm and building a new pattern of services for people, all of which can be realized by a series of approaches, just as establishing the new concepts of mass work, strengthening the construction of rural Party members team and expanding the service function of rural grass-roots Party organizations, innovating in the mass work of rural grass-roots Party organizations and so on.
