Our country is now in a period of social transformation, and the mass incidents arising from interior contradictions among the people, such the conflicts and reallocation of interests, show a tendency of frequent outbreaks, which has been an important factor jeopardizing the social stableness and development. This thesis presents a brief introduction to the development process of mass incident after the foundation of new China, gives a definition of mass incident, makes a summary of the major features of mass incident at the present time by employing the method of induction and summarization, and expounds the social harmfulness and positive factors of mass incident.Incidents will happen not by chance but because of their internal reasons. The outbreak of mass incident involves political, economical, social, cultural and psychological reasons during the period of social transformation of our country. Based on the research and analysis of the reasons leading to the outbreak of mass incident, the author of this thesis holds the intensification of social contradiction arising from reallocation of social interests as the cardinal reason, and hurt of the masses' interests and blockage of petition channels as direct causes. Confilicts of interests between the local governments and the people during the process of economic development, bureaucracy and corruption are the indirect cuases resulting in the deteriariation of mass incidents. Long-term backwardness of the social development and the situation in which the disadvantaged group's living can not be guaranteed are the deeper reasons causing more and more people involving in the mass incidents. Moreover, the weakness of the social organizations and our country's unique historical and cultural traditions are also important causes that can not be neglected.Prevention is the best way to resolving crisis and the key lies in prevention. Employing the theory on rapid response to emergencies and analyzing deeply into the development laws of mass incidents, the author of this thesis puts forward to the following measures to prevent and reduce the outbreaks of mass incident in accordance with the fundamental realities of our country in the present time:Firstly, improving the economic development mode and building up put-people-first development outlook; Secondly, safeguarding the rights and interests of the masses, and expediting the construction of a harmonious society with justice and righteousness as the core; Thirdly, dredging the channels for public petition and taking initiative in resolving the potential social contradictions; Fourthly, strengthening the legal system construction and put mass incident into the legal administration system; Fifthly, promoting the growth of social organizations to enhance the self-governance function of the society. On how to handle the mass incidents, the author of this thesis holds that firstly doing a better job in collecting information and the public opinion and implementing the master plan of rapid response to emergencies, so as to manage the situation better in time of emergency; secondly, adhering to the principle of "resolving the problems on the site". The leaders should take the lead in command to resolve the conflicts with every possible efforts; thirdly, exercising different measures to different mass incident participants and dealing with the problems resolutely in accordance with the law; fourthly, making the information transparent and having initiative in guiding the correct oritation of the public opinion; fifthly, investigating clearly the responsibilities in the aftermath, making related leaders shoulder their due accountabilities, and pooling up efforts to promote the reform and innovation of management system.
