Analysis Of Green Trade Barrier Theory And Application And Its Influence On China

With the development of all countries' economy in the world, increasingly expanding unsustainable activities of production and consumption have exceeded gradually what natural environment can bear, which has brought about the deterioration of natural environment and even threaten existence and development of human. International trade activities enlarge the scale of production and consumption, and aggravate this deterioration. Therefore, many countries in the world have enacted some decrees and trade policies related to environmental protection. They hope to reach to the aim to protect and better the environment through government intervention. Some of the decrees and policies limit and even prohibit the trade of some products directly or indirectly, which become the green trade barriers. This article discusses it from two aspects of theory and application.The article consists four parts.The first part discusses the emerging background of green trade barrier: the emergence and development of new trade protectionism and environmental protection. In addition, this part introduces the characteristics of green trade barrier.The second part deals with some theory problems related to green trade barrier. In this part, the former part discusses the relations between environmental protection and international trade, covering positive influence and negative conflict. Green trade barrier not only is the result of the conflict, but also is the measure adopted for coordinating the conflict through the restriction institution of environment costs internalization. However, environment costs intemalization will face great difficulties in real operation because of natural resource pricing and property right making. The latter part analyzes the welfare effects and influence on international competition ability green trade barrier has exerted.The third part discusses the problems in the application of green trade barrier. The beginning analyzes the existing situation of it, covering the main manifesting forms and two different types. Then this part discusses the conflicts green trade barrier has caused in its application, namely the conflict between developed countries and developing countries and the conflict between green measures and trade regulations of WTO. The existence of the conflicts is due to the problems existed in green trade barrier. Only if all the parties of the world can coordinate and dialogue positively and sincerely, the problems will be settled in future. If that, green trade barrier will be perfected gradually through the conflict and coordination.The fourth part discusses the influence on Chinese foreign economy and trade green trade barrier has brought about and will bring about. At last, the author puts forward the countermeasures and suggestions to leap over and utilize green trade barrier.
