Under the development of containerization, the stratagem of main stem and lateral model has been taken by all the big container liner companies in order to adapt to the economy of scale demands. A new competition of regional container hub, even the regional international shipping center, has been in progressing duo to the driving of new transportation structure.At present, the ports of shipping center are almost fixed in South & South-eastern China. The key issue of shipping interests is that the three ports, Qingdao, Dalian and Tianjin, have been taking part in the competition Cor the shipping center at all times and there are still no consistent agreements now.In this article, Tianjin port is not been taken into account due to it has the limits of depth of channel and geographical location. This thesis introduces the concept and intension of shipping center, and advances the essential requirements and functions of regional shipping center at the beginning.Firstly, the general situation and the negative consequence which result in the excessive competition were analyzed. Secondly, according to the requirements of shipping center, the main factors which have important impacts on shipping center of North-China were discussed in details. Furthermore, the comparison between Qingdao port and Dalian port, including the aspects such as natural condition, hinterland and foreland, transportation and logistic networks, routes distribution and port location, was expounded to set out the superior & inferior positions. The effects of all the main ports around North-eastern Asia area on shipping center were disposed. A model of game theory is built to evaluate the importance of hinterland economy on port turnover. Lastly, the optimal decision scheme that Qingdao port should be the better location, is put forward.
