The Effects And Measures To Sichuan's Legal Service With China's Entry In The WTO And The West Development

With China's entry in WTO (the world trade organization), more and more communications in the trade and commerce have happened. To protect them and enlarge market occupation in the severe international competition, the demand of all kinds of businesses for legal service is getting stronger and bigger than ever. How the legal service, specially the west legal service, to suit the WTO regulation, to grasp the opportunities, and to develop, it is just what we are thinking about. In order to find the suitable measures this article uses the legal service of SiChuan province as example and analyzes the current case.For getting the first hand information about the state of legal service of SiChuan province, the author had made the questionnaire on over forties law consulter offices in ChengDu district, with the help of SiChuan law department and ChengDu law bureau. Concluded from the questionnaire, there have been great achievements in the legal service of SiChuan province through the past twenties years, also with some problems. The author use SWOT model to analyze the outer environment and inner condition of the legal service of SiChuan province, and answer what is the effects on the legal service of SiChuan after China entry in WTO. The following problems are concluded from the analysis. Firstly, though some superiority in the legal service of SiChuan province in the West, some gaps also lies in compared with the foreign legal Service and developed province of China. Secondly, though the size of the legal service is big, for a single law consulter the level of specialization and coalition is low, and short of famous brands. Thirdly, though with the abundance of humanity resource, the legal service of SiChuan province lacks the mechanism of attraction and encouragement of the elite.At last, based on the analysis, the measures are provided by author to the legal service of SiChuan province. The external measures are to strength the management and to ameliorate the environment of the legal service, and theinternal measures are to improve the staff qualifations and to push the law consulter offices on the way of specialization and widen.It goes on without saying that, to develop or be defeated, it lies on its own behaviors for legal service of SiChuan province, under the circumstance of WTO and Development of the West. This article is written to help the legal service of SiChuan to realize its predominances and shortcomings and to make its way out. Meanwhile, the suggests of the managements on the legal service and on the structure of the law consulter officer, which are offered by author, are drawn to attract the social attention on the similar legal service problems on SiChaun, even the whole southwest of China.
