With increased productivity, the human society in the rapid development isfacing more and more risk. Human has already entered into the "risk society". Thesame time, the political landscape is increasingly diverse, economic activity is morefrequent, making the risk more global and complex.All types of emergencies from naturaldisasters, accidents in production to social conflict after another. How toeffectively respond tovarious emergencies to maximize the protection of life andproperty security and social stability, hasbecome the subject of Governmentsurgently thinking, but also for scientificdecision-making, efficient governing the newrequirements. China, as is the riseof large developing countries on the world stage, inmeeting the development opportunities brought about by globalization isinevitable to withstand any global risks. The same time, as we all know, China is oneof the countries of the world’s most serious natural disasters, in key political andeconomictransition, the various social contradictionsbecome increasingly prominent,China has entered a period of frequent ofpublic emergencies, government emergencymanagement situation has posed a severe test.Emergency industry is a comprehensive industry that satisfies the state,societyand people’s public safety needs, to enhance emergency responsecapabilities forpublic emergencies, to provide emergency production and serices involingemergency management. Emergency management needs spawned the formationanddevelopment of the emergency industry, which is an important partof the emergencymanagement system and an importantguarantee of the emergency response capacityof the government and thewhole society. Vigorously developing the emergencyindustry, building emergency rescue system, and enhancing emergency rescueforces, whichnot only becomes an inevitable requirement for social transformation,has also becomes an important way that the Government to improve emergencyresponsecapabilities.In this study, from the perspective of industrial property, giving a clear connotation different from the general industry characteristics and classification of emergency industry.Based on the understanding of the emergency response industry, through the use ofstrategic management research tool, the SWOT analysis method, combined with ouremergency industry practice, objectively、 systematly analysis the advantages、weaknesses、opportunities and challenges,to promote the suggestions of developmentof China’s emergency industry.Emergency industries will be get a real development,from four aspects: First, to reinforce the emergency basis for industrial development,improvingthe emergency management cause: improving emergency system; doing theplan of the emergency industry and clearing industrial development orientation.Second, tocreat the power of emergency industrial development, and promote the sustainabledevelopment of industry: increasing the market demands ofemergency industry,expanding the industrial market space; establishing contingency industrialinnovation system; maintaining the momentum of industrial development;improving the personnel training mechanism of emergency industry to adapt toindustry requirements; establishing emergency industry investment and financing system,to promote the sustained development of industry. Third, to improve the emergencyindustry supporting measuresto protect the industry healthy development, andimproving the rights system of emergency industrial to complete thestandardizationdevelopment of industry; improving the law and regulations ofemergency industry to achieve industrial development in the legal system.Fourth, to strengthen international cooperation to enhance the competitiveness oftheemergency industry, strengthening international exchanges and learning fromeachother; buildig the international development model. The governmentshould activelybuild a favorable environment for emergency industrial development, until the wholecommunity to work together in order to promote the healthy and rapid development of theemergency industry.
