In recent years, supporting social organizations appear as a new development of social organization form, and gradually develop into an emerging force in the field of social organization. Under the general development trend of the transformation of government functions and social organizations today, the supporting society organizations act as a bridge or intermediary of the government and social organizations who provide an effective carrier for the transformation of government functions and build a support network for the development of social organizations. Unlike the operational social organizations, supporting social organizations are considered to be the organizations servicing for the other social organizations. However, as a new kind of social organization, its essence is still society organization, and its development is still facing a number of difficulties in the development of social organizations. Strategy research on the development of supporting social organizations will help them get rid of the dilemma of social organizations, and make them know their own internal and external environment clearly and obtain a better development in the environment.This paper takes DX as a case and adopts SWOT analysis to have a detailed assessment on the DX’s internal and external environment. By trying to obtain a comprehensive understanding of the status of the government-led supporting social organizations, it comes to the development strategy of the organization. The paper hopes to answer:how the supporting social organization generates? What are the strengths and weaknesses of the organization? What are the opportunities and threats facing the organization? How to make full use of the strengths and opportunities to reverse the weaknesses and face the threats?It is found that DX is dominated by the government. Government-led is a double-edged sword which brings resources to the organization, but also make the organization constantly losing autonomy and independence. Their weaknesses are mainly the shortage of the experience and talent. Opportunities and threats are all coexistence. The government gives strong support in the philosophy and policy, but the support is with control factors. Although NGO is difficult to retain professionals, the city has abundant professionals and a vast cultivate market which DX can make full use to face the threats.According to the above analysis, the elements of the organization’s internal and external environment will be matched and combined by each other, and then it comes to four development strategies:Growth strategy, that’s making use of external policy, economic and university resources to cultivate social organizations and enhance DX’s ability. Reversing strategy:that is transforming the concept of decision-makers in DX and weakening the trend of attachment to the government authority. Learn from the successful experience of incubator and advocacy to reverse the weaknesses of shortage in experience and influence. Diversification strategy:that is giving full play to the strength of perfect structure to expand diversified business which will brings power for DX’s development; Defensive strategy:that is overcoming the negative effects brought by strong attachment on government and improving DX’s credibility to retain talent with DX’s culture and atmosphere.Finally, the author put forward three countermeasures to the development of supporting social organizations from the perspective of supporting social organizations:First is de-administration; Then playing great importance to the organization’s capacity-building; Last but not the least, pay attention to the construction of professional talents. And from the perspective of government, the author thinks the development of supporting social organizations can be divided into "three stages". The government should adjust its roles and status according to the stage of the organization’s development continually. |
