Discussion On Chinese Forest Land Rent System

Now many shortcomings are existing in Chinese forest land use system. They have restricted largely forestry productivity development. As a result, China will have difficulties to face challenges of entering into WTO. So this dissertation brings forward the idea of forest land use system reform and refers to establishing and carrying out forest land rent system will be a feasible way. The paper regards the Marxism land rent theory as the guidance. The content of the paper include: (1) illustrating the necessity and feasibility of carrying out forest land rent system in China; (2) putting forward the theoretical frame of forest land rent in the condition of socialism marketing economy; (3) explaining detailedly the Chinese forest land rent system; (4) bringing forward some suggestions about carrying out forest land rent system in China, including: a. strengthening the consciousness of the forestry property rights and realizing payable use of forest land as soon as possible; b. carrying out the forest land rent system and deepening forestry classification management; c. carrying out the forest land rent system and boosting the forestry tax reform; d. carrying out the forest land rent system and establishing forest ecological benefit compensation fund; (5) as a case study of Wangqing forestry enterprise in Jilin province, discussing the application of forest land rent; (6) as a case study of Miyun reservoir in Beijing, discussing the forest land rent applies in non-industrial forest ecological benefit compensation fund.
