The Study Of Technical Barriers To Trade And Its Strategy Of World Trade Organization (WTO/TBT)

This thesis has five chapters,studies Technical Barriers to Trade and its strategy of World Trade Organization(WTO/TBT )with the order of putting forward questions,analysis questions and solving questions. In study,the methods of qualitative analysis and quantitative analysis are combined,the following is its chief content: The first chapter is introduction,investigates the background and significance of subject,the internal and external present study,the study origin. The second one is base segment,mostly researches the background of WTO,some chief agreement relate with TBT. The third one studies the impact of China joining in WTO on China economy. This chapter forecasts advantage and disadvantage to China economy from joinning WTO,demonstrates facts in 2002.The fourth one studies the TBT `s present situation and impact on China. This chapter is one of the core segments,lies on the phase of analysis questions. In investigation,the first is analysis of TBT`s present situation in Japan,America and Europe. The second is the research of the functional mechanism on TBT and demonstration based on this mechanism( this is one of innovations point in thesis).The last is the deeper research of TBT`s impact on China with (Feng Zongxian&Ke Dagana) Computable General Equilibrium Model combined with quantitative analysis.The fifth one studies the questions on China spanning TBT and the countermeasures solving these questions. This chapter is also the last core segment of this thesis,lies on the phase of solving questions. This chapter mostly investigates the questions and function of the technicalregulations and standard aided with data and model,but,to conformity assessment ,deeply analyses the its question origin with System Economics and gamble model(this is the second innovation point in this thesis). And then,aiming at this question,the relevant countermeasures are brought forward. The gap between China and developed countries in technical regulations,standard,conformity assessment procedures ,and so on,is the cause of the question in these. These may be seen the carrier and embodiment. So,in order to find the countermeasures spanning TBT,this thesis firstly investigates the factors(appraising index system of the science and technology international competition capability)determining the science and technology level,the disadvantage and advantage in this aspect,consequently,point out the direction for enhancing the future science and technology level in China. Based this,put forward the following three ways spanning TBT,enhancing the science and technology international competition by technology transfer,rounding relative trade country`s TBT by FDI (foreign directly invest),making use of international and foreign priority standards and conformity assessment procedures.In a word,it takes more than 2 years to write this thesis,it will benefit to those people and enterprises relate with TBT.
