Technical Barriers To Trade And The Countermeasures

With the deepening globalization of economy and freedom of trade, the tariffs are gradually decreasing, and some non-tariff barriers are increasingly restricted, such as import-export quota system, license granting mechanism, foreign exchange control system. However, technical barriers to trade (TBT) is becoming outstanding which mainly concludes the technical regulations and standards, procedure for assessment of conformity and environment-oriented barriers so on. Moreover, technical barriers to trade involve the realms more and more. They deal with not only the goods, but finance, information trade. Now technical barriers to trade are becoming the most important part, and influence international trade more and more. However, China is in an inferior position in the global technical barriers as a developing country. On one hand, the enterprise do not know technical barriers very well; on the other hand, , the enterprise lack the crisis awareness and counter awareness. Because of these questions, China has faced more and more technical barriers on export, hence, suffered a lot.The author dialectically analyze effects of TBT that technical barriers to trade have on international economy and social life, as well as the negative influence on international trade, and government leaders and enterprises are suggested to take appropriate measures to surmount barriers. The thesis is mainly divided into three parts. In part on, the present situation of Technical Barriers to Trade is introduced on the basis of relevant facts and data, and the economics mechanism of TBT function is analyzed. In part two, the relation of main contents of TBT is expounded, the rationalities of them and negative effects on international trade are analyzed with many domestic cases. The part three, government leaders and enterprise are proposed to adopting age, take strategies, and use Agreement on Technical Barriers to Trade to deal with technical barriers to trade.
