At the beginning of the 21st century, many Chinese banks made efforts to go public. It is evident that there are no policy barriers for the state-owned commercial banks to go public, since on different occasions, some officials said that the state-owned commercial banks' going-public was permitted by the government. Now, although the operation measures are not lucid, the direction of reform is unquestionable.So,based on the application of property rights theory, institutional economics and asymmetric information theory, the thesis researches on the new road for the state-owned commercial banks' reform ?going-public issue.The thesis is composed of five chapters. It can be divided into two parts. The first two chapters are the first part. It demonstrates why to go public for the state-owned commercial banks. In chapter I it presents preliminary considerations. And turns to theoretical analysis in chapter II, including the characteristics of stock-system listed banks & state-owned commercial banks and the institutional efficiency comparision between them; benefits of going-public as an institutional innovation and as to the economic development.Then, in the second part, the thesis demonstrates how to go public for the state-owned commercial banks. The decisions concerning which is the best idea of going-public and what are the strengths and weaknesses of different ideas in chapter HI. Chapter IV is devoted to the steps that have to be followed to implement the decision of going-public in the stock market. Finally, chapter V states the necessary reform measures for the state-owned commercial banks to go public.Going-public is not only a logical but also a realistic way to re-capitalize and revitalize the state-owned commercial banks and to deepen the reform of financial system in China.
