This paper defines, from the perspective of intellectual features, the formation and the connotation of the intellectual alliance. Then, the paper goes on to clarify the train of studies on regional competitiveness, sums up its theoretical basis(Regional Economics, Comparative Economics and Theory of Competitiveness), analyzes its connotation, and illustrates the ''Diamond model" of Mickael E. Porter, the international competitiveness model of IMD and the regional competitiveness model of the research commitee of Fujian Executive Institution. On this ground, the paper argues the spacial realising form of the intellectual alliance and the influence of intellectual alliance on regional industry, enterprise competitiveness and regional scientific and technological competitiveness. In the end, this paper makes some exploration on the government functions in taking advantage of the intellectual alliance to enhance regional competitiveness, and also puts forward some suggestions.
