A Research On The Effect Competitiveness Of The Government Has On Talent Aggregation

The21st Century is the era of knowledge economy, the development of modern society cannotleave talents,the development of an area also needs talents as support. The evaluation of localgovernment competitiveness has been a key research field of public administration. This article willexplore the way to promote talent assemble from the view of local government competitiveness,.According to this thought, this paper first reviews the theory and recent domestic and foreignresearch about government competition and talents assemble, and analyzed several typicalcompetitiveness evaluation model to carry out the summary and the analysis, combined with thecharacteristics to make index system of evaluation factors. Then construc local governmentcompetitiveness evaluation system from the angle of talent attraction and talent assemble, designedquestionnaire to set the weight of Indicators and the analytical hierarchy process for all levels of indexweight.After the evaluation system has established, the local government competitiveness of theprovincial government were calculated based on2011data of statistical yearbook, then the score andthe evaluation dimensions as independent variables by using multiple regression analysis in theresearch of talent agglomeration effects, and promote policy recommendations relevant to talentassemble from the perspective of how to improve the competitiveness.This paper will make contribution to the development of the local government competition theoryand talent assemble theory,and will also provide some recommends for the practice of governmentmanagement.
