The township enterprise is a great creation of Chinese peasants. It is an important component of our national economy and main strength of the rural economy. Reflecting the situation of township enterprise truly and objectively is very important for making the national economic development plan and policy about the township enterprise. The township enterprise statistics undertakes the task of collecting, arranging, analysing the information of township enterprise economical operation, offers large amount of basic data to the government for implement the macroscopic decision and management. So it plays the function of information, consultation and supervision.For a long time, the township enterprise statistical survey has used the method of an overall statistical report in our country, which adapt to the planned economic system. As socialistic market economic system setting-up and being perfect in our country, the requirements from circles of society for statistical information has increased rapidly, obviously the old statistics survey system has not yet fit for the needs of economic development and the changeable government function. Reforming the survey method and establishing new survey systems have become the urgency task.In 1994, the National Statistics Bureau put forward the general target of systematical reform about statistical survey methodology. The sample survey becomes the main method. Developing the sample survey in the filed of the township enterprise not only fit the direction of statistical reform but also the development of township enterprise. Stood on actual conditions of the township enterprise in our country, based on sample survey theory and combined the modern information technology, this study discussed how to set up and use the information system of the sample survey in township enterprise.On studying the information system of the sample survey in township enterprise, the first thing is to make clear what it is. After consulted large amount of materials, there was no found the definition about the information system of the sample survey yet in our country. So this article described the information system and sample survey, then put forward the personal view : The information system of the sample survey is an organic whole in which certain people collects datum materials by sample survey, utilizes the computer and communication technology to deal with the data, produces necessary statistical information and achieves statistics function. Its purpose is to estimate the parameter of population, offer decision service and meet the social demand.Analysing the statistics current situation of township enterprise of ourcountry, the statistics of low quality are main problems in the process of statistics in township enterprises. But the cause of problems is the unsuitable statistical method, the not perfect statistical team, the low level modernization and unreasonable administration management system. Setting up the information system of the sample survey in township enterprise is to reform investigation method, strengthen the basic statistical work, improve the statistical work means and finally improve the quality of statistics.The information system of the sample survey in township enterprise is a man-machine system which is different from the traditional sample survey. It is based on modern information technology, merges some new management thought, and operates in a new way. According to the request of information system of the sample survey, in this article the systems were analysed from three sides : organization's structure, workflow and computer system. First it was proposed that recruiting the investigator, assistant investigator and input-man to strengthen personnel team and meet the need of work. Then the necessity and feasibility of setting up the information system of sample survey was discussed.
