As one of the important economic resources, Human Resource (HR) does not only decide the development of material resources, but also can be good complementary of material resources and substitute for the latter efficiently. Furthermore, HR development itself is one of the most important objectives of agriculture.According to the situation of China agriculture, we define the concept of agricultural Human Resource (AHR) and, give the classification of them so that we can go along our research. Also, The evaluation system for the development of AHR will be given.After analysis of 3 aspects: quantity, quality and structure, we get the conclusion that the main problems of Chinese AHR are too large quantity, low quality and unbalance structure.The objectives and principles of AHR development should be determined so as to choose the stratagem of AHR development.Then, we get the particular research on the development strategy of AHR quantity, quality and structure. The rural labor transfer and the Science & Education Strategy for Agriculture are also be discussed.
