Dual Structure Of Agricultural Development And Agricultural Labor Transfer

Transfer of agricultural labor force, is not only an important practical matter but also an issue with quite high academic value. Most researchers merely focused on pull power from other industries when they study transfer of agricultural surplus labor. Few of them conducted in-depth and systematic research with the view of dual structure, concerning the dual effect of agricultural development on labor transfer. It is a weak area of this topic as well as an opportunity for my further study.With the view of dual structure, this article focuses on relationship between agriculture and labor transfer, trying to find internal relations and rules between labor transfer and other factors, such as agricultural organization, land system, progress of science and technology, and labor competence.My dissertation is arranged as following:In Chapter 1, I introduce my cause, purpose and method of this research before summarizing theoretical achievements on transfer of agricultural labor. Here I also find the weakness of past research and then decide possible breakthrough of my own.In Chapter 2, I pay much attention to formation and evolvement of dual structure in our country. It seems that dual structure has been built as well as a unique dual social structure, which hinders development of agriculture and transfer of agricultural labor force. Since transformation and open policy, our dual structure has experienced a process from weakening and strengthening. Especially in the 21st century, dual comparison coefficient has been gradually declining and dual economic structure has been enhanced back to 1978. In the end of this part, I summarize three characteristics concerning transfer of Chinese dual structure during transformation period - tardiness of employment transfer from agriculture, tardiness of urbanization, tardiness of transfer of dual structural system.In Chapter 3, dual structure characteristics are discussed after review of history of Chinese transfer of agricultural labor force. In China, particularity of agricultural labor transfer is determined by that of dual structure. These things influence each other, ending in structural conflict during labor transfer, including conflict between rural and urban industry, conflict between agriculture and non-agriculture, conflict between countryside workers and citizens.In Chapter 4, we try to find the inner ties among agricultural organization, land system and transfer of agricultural labor force.
