The mineral resource right has been constructed in the Mineral Law in 1986,but the acknowledgement on the right of mineral resource has not been accepted widely and the mineral resource has been acquired without any cost, Until the property feature has been established in the Mineral Resource Law updated in 1996.In the economic market, the assessing on mineral right has become more and more important in management of the mineral right market with the development of the mineral right system. The crucial problem to solve in assessing is the methodology. Therefore, we must survey the best assessing method to discover the suitable way in assessing action, to arrive the fair, scientific and exact result, to protect the profit of auction sides and to maintain the impartiality of the assessing institute.It is well known that the exploration of mineral resource is a complex procedure and five stage must be finished from the discovering the mineral to exploitation .the precision level has become higher with the higher stage and the different exploration right based on different target is a must in each stage, However these right may be transferred in any stage. But due to the risk, uncertain prediction of exploration with mineral right, the methods to evaluating the right are being studied and has not got a successful solution. Several methods have been utilized to assess the mineral right. However, all the method cannot get a successful result. Three exploration right area with uniform mineral genre and uniform mineral zone in the east Tian Mountain are selected as the assessing object, which belong to the different exploration stage. The analysis in comparison with the assessing value of mineral right in the east Tian Mountain has been finished to research the choice of assessing method in each stage and the existing problem in the mineral right assessing.The assessing method of mineral right has been analyzed and debated to seek the optimum method in the six section of text.1.Summarization of methods of exploration right valuation aboard. The existing development status of exploration right valuation aboard , main methods and qualifications of application have been mainly introduced .2. Methods to exploration right evaluation in our country. Thought modifying , some people insist on utilizing some methods which was recommended in abolished , so all the domestic methods about valuation of exploration right are reviewed.3 .Practical examples of valuation of copper ore exploration right in the east Tian Mountain. Three copper ore exploration right in the east Tian Mountain were valuated through five methods-new and old Replacement Cost Method , new and old Geoscience Rating Method and Geoscience Rating Method on trial, then arrive the result of exploration right evaluation.4.Comparison and analysis of evaluation methods. By contrasting the evaluation results, the ratio of the mining right revenue to the past exploration expenditure, and the impossible evaluation results by the foreign methods, the reason by which the evaluation results by kinds of assessing methods are different and the influence which was generated by assessing the exploration right in the different area with the same method can be obtained.5.Optimization of exploration right valuation. By appraising and comparison on advantage and disadvantage of all methods, the best method can be chosen with the index of the resource value and the past exploration expenditure to confirm the suitable qualifications of application and acquire the suggestion.6.Conclusion.
