With the scale of JAC becoming stronger, the market share significantly rising, the customer need diversifying, the market need greatly changing and the competition turning severely etc, JAC is required to develop new products and improve the existing products to satisfy the customers and the market's need. The development of new products and existing products, meanwhile, in view of rising quantity and quality continuously, method of Project Management and promoting mechanism of researchers are also put forward higher request.This paper applies HR management, modern Project Management, theory of technology renovation, and method of performance valuation of researchers, by a lot of investigation for HR management of domestic enterprises, and uses many methods, such as system analysis and Group Analytic Hierarchy Process (GAHP) etc. A scientific and reasonable R&D result valuation system and developing performance evaluation system of researchers are set up, which will help JAC attain three effective goals: build up a Project Management method and R&D results evaluate system considering market which may promote exaltation of results quantity and cater market need; cut down cost of project, moderate cooperation between related sections, and promote performance of the enterprise; build up longtime promoting mechanism and inspirit their subjective motivity and creative powers.
