At present, Enterprise staffs quality and morale are influencing the rise and decline of the enterprise directly. Motivational theories that this thesis has been introduced are popular. Through summing up the subject matters of staff motivational mechanisms in the state-owned enterprise of our country, this dissertation probe into the concept, model, function and principles of the flexible motivational mechanism. Deducing out particularity from general, theory integrate with practice, the method that qualitative analysis combine quantitative analysis. These are the technological routes that adopted.Traditional motivational theories include demand level theory, dual factors theory, theory of expecting, aggrandizement theory and setback theory. These theories, having characteristics each, supplement each other, but lack the effectiveness in practice. As to this, scholars have proposed that two integrated models of motivational mechanism: Potter-Loale model and Dier model. At last this dissertation introduce psychology development period theory. Flexible motivational mechanisms stress people's demand and make the motivational plan based on it.The motivational planning of the state-owned enterprise is unable to combine to the development strategy of the enterprise. There exists a lot of shortsighted conduct; enterprises have not chosen correct criterion as the motivational platform. There are not fair base in motivational mechanisms; motivational measures luck power, it bring on the wasting of motivational resource. These all are abuses in motivational mechanisms of the state-owned enterprises.This dissertation emphasizes a kind of contract mode in the design of the motivational mechanism. There are three respects mainly: the cost contract model, the profit contract mode and psychological contract mode. Generally, motivating is regarded as a kind of expenses in state- owned enterprises, the cost contract mode complies with this kind of conventional thinking, it reduces the degree of difficulty in the reform of motivational mechanisms and improves thefeasibility that the flexible motivational mechanisms on staff is established; The profit contract model satisfies the desire that people pursue to the interests, has realized the function of flexible motivational mechanisms itself and dissolves the reform obstruction coming from staff. Psychological contract model forms the motivational mechanisms of mentality. It is psychological contract model that forms the initiative of flexible motivational mechanisms.Organization pattern, controlling the unfair matters and link up are the breach in practice of flexible motivational mechanism. Breaking the institutional Pyramid-liked framework in organization, overcoming the plane quality of matrix framework, establishing the brain-liked organization that is able to think forwardly, these measures guarantee that flexible motivational mechanism is able to be applied in state-owned enterprises. Besides, this dissertation emphasizes control on unfair incident also, from result fair, procedure fair and organization fair, the fair problem is described. Link up, as the majority of the routine of flexible encouragement, should be paid more attention to in technique. It is the key content of the flexible motivational mechanism and has been described, too.
