The human resources are the strategic resources of modern enterprises, and these are the most key factor of the enterprises' development too. The motivation is the important content of the human resources, mean that excites the staffs working motive. The most basic purpose that Enterprise implement motivational mechanism is to lead the employees' working motive correctly, make them realize one's own need while realizing the organizational goal, and increase its satisfaction, thus make their enthusiasm and creative continuation kept and develop. So the quality that motivational mechanism uses is an important factor to determine enterprises' the rise and decline in a certain extent. How use good motivational mechanism become a very important problem that enterprise face.The Post Office of Tianshui City belong to the labor-intensive enterprise, the income mainly rely on the productive department staff to finish. Because The Post Office has never made effective motivational measures of staff, it has influenced the staff s working enthusiasm and the development of several businesses in the post office seriously. The dissertation analyzed the motivational current situation to The Post Office, and combined to the staff data statistics of the questionnaire investigation, then analyzes the existing problem in staff. In the base of above, the thesis designed the concretemotivational model of the general employees and the proprietor.Firstly, the dissertation introduced the research background, the research method and the research system. In chapter 2, the dissertation explained the motivational theory. In chapter 3, the dissertation surveyed and analyzed the motivation's actualities of the Post Office, and found the main problem in the employees' motivation. In chapter 4 and 5, the dissertation designed the concrete motivational model of the general employees and the proprietor. In the general employees' motivational mechanism, the dissertation mainly designed the preference appraisal system and the salary system. In the proprietor' motivational mechanism, the dissertation mainly designed the yearly salary system. Lastly, the dissertation put forward the guarantee measure that some motivational mechanisms operate.
