Research On The Formation Mechanism And Responding Model Of Rural Group Incidents In New Period

Since China followed the policy of reform and opening, China has won the high speed development of economy and society, and the material culture and people’s living standard improved significantly. However, with the rapid development of economy and society, it has not only changed social structure, but also broadened the gap between the rich and the poor. What’s more, the amount of group unexpected incidents is also increasing. A blue paper in2011released by the Chinese Academy of Social Sciences said, the number of "mass disturbances" in China has increased by more than nighty six thousands, and the number of participants has increased by five million from2003to2011. According to the Ministry of public security information display, farmers’rights protection events account for about35%of mass incidents in2004. In2005the ministry of public security case has eighty seven thousands, rose6%. Not only the small size of the group incidents occurred frequently, but also the mass events of some large national attention also occurred, such as "Porcelain Ann event" in2008, Menglian earthquake, and "Debriefing of Wukan Incident" in2011and so on. The agricultural mass incidents happened in the countryside occupies a considerable proportion in mass incidents. The villagers’conflicts and clashes of duels have varying degrees manifestation in these mass incidents. All of these cause different degree of injuries, property damage and the adverse social impact. The rural mass incidents have become an important realistic problem for the rural economic and social development in the new period.Constructing a harmonious society and make rural stability and development is urgent for China, which agricultural population still accounts for a significant proportion in China. If the government cannot effective governance and prevent the rural mass incidents, it will eventually affect the political stability of the whole society; interfere with the process of China’s reform and development; what’s more, it will affects building a well-off society and building a socialist harmonious society. Therefore, this paper starts from "Debriefing of Wukan Incident", trying to get the formation mechanism of mass incidents in rural areas in the new period of our country, and puts forward the problems and suggestions for the government policy response. This paper is preliminary, and some issues still need further study. Research on policy issues of rural mass incidents management in China highlight the practical concern of this research. Besides, the in-depth study of the formation mechanism of the rural mass incidents in the new period will help to expand the breadth and depth of public management, has the certain theory significance.
