Research Into The Market Operational Mechanism Of The Hi-tech Agriculture's Industrialization

Agriculture in China has been achieving a high-speed development owing to system reform and structural adjustment since 1980s*. But then the two acting causes became weak gradually and the speed of agricultural development turned slowly when we entered 1990s. It seems too hard to realize agricultural modernization. Now we find an important way to improve agriculture's competitiveness and promote agricultural and rural economies' development. The way is that using high technology penetrates and improves agriculture, and then makes it industrializationChina has been putting emphases on the development of hi-tech agriculture especially that of biological technology since 1980s'.The government made every efforts to support high technology's using in agriculture and its industrialization. And they _ received great achievement and motivated agricultural economic to grow quickly. But it also come lots of problems since the hi-tech agriculture's industrialization launched later with a weak foundation. The author finds that besides the original shortcoming of the traditional system and several objective conditions, the un-developed market operational mechanism is the main cause resulting in those problems.The article discuss the solution to make Chinese hi-tech agriculture's industrialization develop quickly and healthy from the angle of perfecting the market operational mechanism. The study used the knowledge of economics and structural behaviors and others concerned, combined the theory with practice, used systems analysis method and comparative analysis method and typical investigation method etc. It analysed the intentions and characteristics of the hi-tech agriculture's industrialization and those concerned ,and introduced the developments of that abroad and home, and then concluded the success experience of foreign country's : policy aiding system, efficient mechanism of the cooperation among government and enterprise and university, rational research-input system, decisive enterprise-based research and production system, lively human-resource managingt mechanism and smart orientation about development field. Follow that, the article penetrated deeply the main problems occurred during the proceeding of Chinese hi-tech agriculture's industrialization, which are undeveloped research work, enterprises' being weak, shortness of capital and human-resource etc. The article also discussed and approached the theory and the model of market operational mechanism about Chinese hi-tech agriculture's industrialization.In the end, according to the success experience of foreign country's and Chinese real condition, based on the primary theory, directed by the theory of market operational mechanism, the article put forward to the solution that we should reform and perfect Chinese agricultural science & technology system and agricultural technology's transferring mechanism and capital managing mechanism, and also made a study about how to perfect the market operational mechanism of agricultural science and technology garden, which is the major way of Chinese hi-tech agriculture's industrialization. The solution aims to establish an efficient and perfect market operational mechanism of Chinese hi-tech agriculture's industrialization systemically.
