Study On High-tech Industrialization Operational Mechanism Of Jiangsu Province Higher Education Institution

With the development of science and technology, human society has entered anera of knowledge economy, which is based on the production, distribution and usageof knowledge and message. With the remarkable characteristic of knowledge economy,the level and speed of knowledge and technique innovation are becoming the keyfactors of economic growth. Without question, institution of higher learning is animportant motivation of knowledge economy development. As an important place fullof talents and technique innovation, institution of higher learning should contribute toeconomic development in the new era. Skimming through the developing course ofscience and technology industrialization overseas, institution of higher learning isproducing more and more important effect. China's institutions of higher learning takeon a lot of scientific research items every year, and have made a good progress. Butthe transformation rate of their science and technology accomplishments is far fromwhich of the developed countries. Jiangsu province is famous for economy andculture, and quantity and quality of its institutions of higher learning come out topthroughout the country. But they do not have the desired effect on driving thedevelopment of its economy. Now there is only one college corporation listed in HongKong. This paper takes institutions of higher learning in Jiangsu province as studyobject, and takes operation mechanism of high-tech accomplishment industrializationas study content. According to the reality, this paper explains why high-techindustrialization level of Jiangsu institutions of higher learning is low, and putsforward the deficiency of high-tech industrialization in government, enterprise andcollege. The aim is to find an effective operation mechanism, and to make morehigh-tech industrialization. This paper takes Jiangsu Jiu Wu High-tech Ltd. Co. for example. It demonstratesthat the combination of government, industry, college and research is effective methodof high-tech industrialization, and stock system is the basic system of high-techABSTRACTindustrialization operation. Furthermore, on trial, it studies enterprise system, R&Dmechanism, and property right protection mechanism of institution of higherlearning's high-tech industrialization. From the practice of high-tech industrializationangle of view, this paper constructs the frame of feasibility study report, and builds agood base for the combination of government, industry, college and research. The innovative point of this paper is to study the operation mechanism ofinstitution of higher learning's high-tech accomplishment industrialization and todesign the frame of feasibility study report. As the reason of history, institutions ofhigher learning used to operate under the model of a planned economy, so the researchwork and its transformation were both high planned. In a long term, institutions ofhigher learning kept to the traditional thinking way, and were lack of thought of theenvironment changing. In course of the choice of research direction and transformingresearch accomplishments into productivity, institutions of higher learning neither hadstrong market consciousness, nor made the best use of high-tech accomplishments, sothe old system must be broken. At this point, on the basis of comprehensive study thispaper indicates the operation mechanism of institution of higher learning's high-techindustrialization, and makes recommendations for accelerating economy developmentof Jiangsu province.
