The matching system of human resource and economy development aims at systematically exploring the over-view factors influencing the region's HR development and estimating the development degree by developing methods of matching degree valuing. The system consists of HR, HR environment and the development of area's economy, which commonly form the overall objects system. The matching mechanism of gross, structure, abilities and mobility, which form the matching structure of the system, between the HR development and economy is analyzed. The article develops four indexes including the HR contribution rate in the economy growth, industrial structure dislocation index, HR ability and HR mobility to value the fitting degree, which may promotes the focalization largely of area's HR development.Less developed region's economy development comes to be an important project in the new century in china. It is the critical time and a wise choice to develop the huge amount of human resource in less developed areas, with China adapting area's development strategy, with the knowledge economy coming, and also because of the obstacles such as capital shorts and natural resource crisis. The article applies the fitting system methods in the analysis of the less-developed area's HR development, and find the main problems in the development including (1) less-developed HR environment composing of rigid personnel and compensation policies as well as the ID management, backward social culture and so on; (2) human capital investment's shorts such as education training input; (3) large number of unemployment in the rural and urban area. At the last part, the article puts forwards the strategy that the less-developed area should focus on the Hr environment reforming and absorbing more urgently wanted talents in the coming several years, at the same time enlarge the human capital investment input to develop education, training and the rural labor forces development.
