| Employment and unemployment is the most prominent problem of global development at present. Under such background, the employment situation in China is grim that includes three main problems: reemployment of laid-off workers; employment of new labor and transference of rural labor. In recent years, while reemployment of laid-off workers and transference of rural labor have attracted great attention, youth employment problem is gradually striking and youth unemployment is more and more severe.Youth is the power to promote social development, and the fresh force to construct our country. Youth unemployment is not only a kind of economic phenomenon which makes great loss both of human resources and of life income of unemployed youth, but ,also a social problem which can influence the transition and socialization of youth and influence their career development . Therefore, youth unemployment is harmful, while promoting youth employment is significant. Promoting youth employment depends greatly on human resource development of youth and on education, particularly, vocational education and training. This is why youth unemployment has been chosen as the research object of the dissertation.Youth unemployment is discussed under global background in the dissertation, which aims at putting more emphasis on globalization of youth unemployment and drawing lessons from international society on how to promote youth employment. The framework of the dissertation is as follows:Introduction defines employment, youth, etc., and then analyzes the current employment situation in China. The first part includes: the current situation of youth unemployment at home and abroad, the characteristics of youth unemployment and the causes of youth unemployment. The second part explores how to promote youth employment from three aspects of ideas, institutions and practice based on international experience. Conclusion generalizes the main idea of the dissertation.
