There are a variety of uncertain and complicated ventures during the construction of a large-scale water-transfer project. Engineering insurance is the most effective and widely used measure of venture control in international engineering community. Under such a situation that our country joined into WTO successfully several years ago, either insurance industry or engineering community have gradually acknowledged the significance of engineering insurance as an economic measure on sustainable development of construction. When the insurance companies are supposed to choose the insurance scheme for a large-scale water-transfer project, the most important thing is to decide the insurance rate; however, the scale of insurance rate is dependent on the level of risk to some extent. This dissertation, by introducing the venture evaluation to the study on the decision for the engineering insurance rate, aims to provide some references for the determination of insurance rate for a large-scale water-transfer project.Based on intensive research and investigations, the dissertation tries to figure out the major ventures for the major constructions and its subdivision projects of a large-scale water-transfer project, with the systematic distinction concerning factors about engineering venture, venture accident and their impacts. With analyzing venture classification methods both foreign and domestic, the dissertation brings forward the theories that venture subdivision should be classified according to different requirements of engineering insurance. Based on the compare for the analyzing and evaluating methods foreign and domestic, finally we choose the analytic hierarchy process(AHP methods) to analyze and evaluate variety kinds of ventures. In our theories, engineering ventures can be divided into three different levels: high level ventures, general level ventures, and low level ventures. Further more, it points out that the venture probability and its possible loss should be quantified as far as possible. Then the venture level of each project can be judged according to possible combinations of the above-mentioned factors and its respective index scale. Based on the loss rate of historic projects or the indemnity rate of engineering insurance, the engineering insurance rate can be calculated; with taking into account the instability coefficient in mathematical statistics of relevant data, the fundamental rate will be figured out according to where the projects locates and the vulnerability of the construction structure. What's more, the fundamental rate would be flexible according to specific engineering venture. At the end of the dissertation, it focuses on the relationship between the insurance rate, franchise and insurance valid period. With some practical examples, it points out some relevant suggestions and opinions for engineering insurance practice. These drawn conclusions in this dissertation are supposed to be applied in some insurance companies for the confirmation of insurance schemes and coverage in large-scale water-transfer project and also in some insurance intermediary organizations.
