Study On Post-evaluation Of Resettlement And Rehabilitation In Water Conservancy And Hydro-power Engineering

The affected residents caused by constructing the hydraulic engineering projects is a migration of largely, organized population, which is related to multi-respect such as society, economy, resource, ecology, environment. In addition, the affected residents are the important component in the construction of hydraulic engineering projects. Resettling the affected residents in water conservancy project appropriately, It is not only important to the sustainable development of themselves, but also important to the harmonious development of society, economy and environment. Therefore, doing the post-evaluation of resettlement of affected residents in water conservancy and hydro-power engineering, we can sum up the experiences and the lessons to accelerate the management level of hydraulic engineering and exert the engineering effectiveness better. By this way, the scientific process, regularization and modernization of the management of resettlement of affected residents in water conservancy and hydro-power engineering can be promoted, meanwhile, sustainable development of affected residents and harmonious development of society can also be developed.On the basis of consulting the advances of post-evaluation of construction projects throughout the domestic and international countries, the construction problems of the theoretical framework of the post-evaluation of affected residents in water conservancy project is discussed, which in order to accelerate the management level of hydraulic engineering and also to exert the engineering effectiveness better. The main contents of this paper are as followings:1. The status and the main problems of the affected residents in water conservancy project is analyzed compendiously.2. Based on analyzing the advances of Post-Evaluation of Construction Projects throughout the domestic and international countries, the theoretical framework of the post-evaluation of affected residents in water conservancy and hydro-power engineering is constructed.3. According to the theory and methods of systems, the indicator system of the post-evaluation in water conservancy project is established;furthermore, basing on the specific characteristics of the project, the mathematic methods of Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation are adopted to process the post-evaluation in water conservancy project.4. An example analysis adopting the resettlement of affected residents in the fist phase of Xiaolangdi Hydro junction has been done, using the index and the method presented by the paper of the post-evaluation in water conservancy project to do post-evaluation on the effect. The result indicates the post-evaluation index is reasonable and the methods are appropriate.5. Finally, a concise summary is carried out on this paper.
