As China has successfully entered into WTO, both the inside and outside environments of whole medicines market also have greatly changed. The raw material medicines industry in our country plays a decisive role in medicine industry in our country. It dominates the largest portion in each sub-industry of medicine industry, at the same time, it is an important pillar for medicine industry export in our country as well. How to develop the raw material medicines industry not only has a great deal to do with it's own survival and development, but also has important influence on healthy development of medicine enterprises in our country.The article uses general principle and research method of administrative theory for enterprise strategy, based on the concrete condition of raw material medicines in our country, researches both the inside and outside environments of raw material medicines industry in our country, analyze the chance, intimidation, superiority and inferiority of the enterprises for raw material medicines in our country through SWOT matrix, on this basis, puts forward the strategy formation for the enterprises for raw material medicines in a certain stage:(l) To adopt centralized strategy, gain a foothold on the common varieties of which the superiority have been achieved.
