CSIC is the largest group in China in the field of design, manufacture, and trade of military and civil ships, marine engineering and marine equipment. There are 63 industrial enterprises spread in more than 20 provinces and cities in China, with a total number of employees of 130,000. The backbone in the CSIC is not only the important competition power but also the main industry of naval vessels. Therefore, In order to face the drastic competition in the international shipping market, how to manage and develop human resources wisely and build a sort of human resources motivation mode and enhance theirs rival ability is already the chief condition to success in the world.Through the analysis of three types of person human resources and the quantitative analysis of its state and the qualitative analysis of the problem in motivation, this thesis shows that it is important and necessary to make human resource motivation perfect. Based on these analyses, the modes of human resources motivation were discussed. And then the method to build effective human resources mode was discussed from the aspects of static state and dynamic state. In the end, by the constructed of CSIC corporation human resources motivation modes estimation system, CSIC human resources motivation modes were evaluated in quantum by fuzzy synthesis evaluation method. Furthermore, the particular countermeasure and step were put forward in pertinence.
