Motivation mechanism is important in human resources management.Research Institues which were once state-funded are now changed into high-tech enterprise,have its unigue characteristics in motivation mechanism design principle and motivation methods.Domestic ownership-transferred Research Institutes have achieved certain results in motivation mechanism:human recourse-based management theories recognized, human resource training emphasized and motivation mechanism established in some sense. Problems,neverthless, still exist: 1 .motivation atmosphere not adequate, motivation methods not scentific, basic work in motivation not adequate, mental motivation ignored relative to physical motivation, and human resources training not systematic and scientific. All these problems arise from the misconcepts in motivation mechanism.Hunan Communications Research Institute(referred to HCRI hereafter) has achieved certain results in human resources Motivation, but problems still exists: motivation measures not systematic, motivation measures lacking in fairness, motivation measures not individual-oriented, motivation measures not motivating and motivation measures not well combined.Considering the above-mentioned problems ,the following principles should be followed in designing human resources motivation for HCRI and other research Institutes,such as fairness principle, principle of reasonable reword and penalty, principle of individual-oriented motivation and principle of rewording correct behavior.Considering HCRI's organizational structure, employee composition and its business, HCRI's Human Resources motivation should include the following aspects: achievement-oriented motivation, capability-oriented motivation, materials motivation, working environment-oriented motivation and team activity-oriented motivation.In designing motivation mechanism, more emphasis should be put on it basic work to ensure that the motivation methods are fair and scientific. At the same time, disciplinary mechanism must be established to ensure every employee works in a relatively fair environment so as to achieve the expected motivation results, for the development of theenterprise.The author presented in this thesis the outline in designing HCRI's motivation measures,based on his experience in HCRI's Human Resources Management&Develop-ment;in an effort to fully improve HCRI's Human Resources design;and a study of Human Resource motivation problems of common interest to ownership-transferred research insitutes was conducted in this thesis.
