The paper bases on the research of P-CMM, and how to apply P-CMM to the Chinese software enterprise. It focuses on how to apply P-CMM ( People Capability Maturity Model ), relevant performance management theories to establish and implement performance systems of the software engineer. First, it looks back the theory of performance management, and then it introduces the concepts of P-CMM, its implementation system methodology IDEAL model and the methods of performance management in P-CMM. The paper took the method of interviewing and surveying, to explore the cognitive difference in the performance management between the software engineers and the enterprise managers, to analyses the present situation of performance management in the software enterprise. Based on the theory of P-CMM, IDEAL model and the experience in software enterprise, the software engineer performance management model was designed. It was localized. The author has implemented the system in a software enterprise and assessed its effectiveness. By applying the performance management system model based on P-CMM, the software engineers can not only be controlled in process, but also be evaluated and improved afterwards. The approach is available for improving the process capability of software organizations in china.
