This paper is aiming to study the performance evaluation system in national land resources government agencies. To adapt the economical social development and satisfy the requirement of national land resources management under the current new situation, the author first compared performance evaluation system inner-management and external assistance in China and abroad. Through long-term systematic investigation, references review, business experts’consultancies and combined with the author’s work experience for many years, the study gives a comprehensive analysis and summary of performance evaluation. By using modern information approach and computer software to achieve the mathematical algorithms of performance evaluation and further simulated development the performance management system base on Jintu project platform in land resources area. The Performance Management System uses graphs, charts to achieve a visualized way to show performance evaluation results. After the on-line use of this system, to make the best use of performance management, we may conduct the possibility, feasibility and innovative conclusions for land resources management at the same time. Furthermore, with the stepping promotion use of this system in land resources agencies, the way of land resources management under market economy will changed, which will makes land resources business transforming much more smoothly from social management type to public services’government. Finally the study will gradually contribute to perfecting administration mechanism in land resource agencies by the way of evaluating performance in public, and take the initiative to accept the appraisal, supervision and management of the whole society.
