The social rank and function of the cost engineer are more and more recognized and strengthened since the China-oriented occupational qualification system of engineer was introduced in 1998.Especially with the enlargement of the investing scale of construction projects, they will undergo an unprecedented responsibility. Meanwhile, the mode of bill of quantity, which is implemented in China from this year, has given the cost engineer a new task and responsibility and of course the risk of taking this responsibility. To research the risk of responsibility in their work has great importance for both the risk managers and the cost engineers to avoid and control the risk.The cost engineer refers to those project economy professionals who are commissioned entrusted or employed by a specific department or unit to help them do the calculating pricing and management work in project estimation to safeguard their legitimate right. They are allowed to work after getting qualified. The history of the cost engineer in China is shorter than their overseas counterparts and therefore they lag far behind them in the scope skill and the level of risk management of their work. In the recent several years, the work scope of the cost engineer has expanded to the whole process of the project constructing from the feasibility stage to the completion and settlement stage, and are allowed into insurance, expert testimony and other fields.The cost engineer plays an important part in the program investment process, from the feasibility study stage, the design stage, the bidding and tendering stage, the construction stage, to the final accounting stage, the cost engineer should fix on the conceptual control purpose and measure of the program, take the step of beforehand control, in-hand control and after-hand control, in order to carry out the controlling of all the project process and direction. This is the responsibility of the cost engineer in the program invest management.The factors, which will bring cost engineer risks are from various aspects, from analyzing the factors inside and outside which may bring the risk, I think the cost engineer's risks are mainly from social environment, institutional management, behavior responsibility, technical resource, work skill and occupational ethics etc.The purpose of identifying the risk is to control the risk, reduce the probability and the loss of the risk, and the risk faced by the cost engineer.
