The Analysis Of The Mode In The Management Of Urban State-owned Land Assets

Land is the mother of wealth" , it is always the focus of the land owner's attention to maximize the land value. According to the estimation of some specialists in the Ministry of Land Resources, now the value of our urban land assets already Amounts to 25 trillion yuan. On the condition of socialism public-owned land system, the rational management of land assets is vital to guarantee the stability and increase of its value. There are many shortcomings in the present management mode of land assets under the government's direct control, such as the "dual-standard system" in land use, the illegal land market and land speculation, the rent-seeking and land corruption, the kain and so on. All these cause the great loss of state-owned land assets. Land purchase and banking system improves the governments' initiative and emphasizes their rights in the management of land assets. But for the lack of capital and unmerited administrative control, land market's function in the land management is limited, which becomes the major reason for the great loss of land assets. In order to find a rational mode of urban land management, on the basis of land management's theory and the present land management mode both at home and abroad, this paper introduces the corporate system. And in the paper, it is also analyzed and discussed for its institution's foundation, the operation mode, the necessity and feasibility, and the noticeable and vital problems in management of land assets management corporation.
