Since the 90' s of the 20th century, the telecommunication industry has been pushed to the front of the world economy. The quick expansion of the telecom market catches the eyes of the world. China' s telecom industry caught attention of the world by its achievements in development, opening up and introducing competition.By now, the competition in Chinese telecom sector has come into being, and with China' s entry to the WTO, the market will be more open. In Sichuan, the "western development program" brings huge opportunities to the telecom industry in this region, but on the other hand, the opening up of the telecom market in the western region will incur severe challenges and competitions to this sector. Under this special background, what should Sichuan Telecom do is a important strategic problem which needs us to ponder over and make correct decision.Hoping to give some useful advice and references to Sichuan Telecom, the writer tries to find out the development and competition strategy on the basis of the related management administration theories and his spot research and analysis.This article has been divided into four parts. In the first part, the article analyses the necessity to hold research on the development and competition strategies. It makes briefintroduction to the evolution of the strategic theories, value chain and core competition strength concepts and the SWOT analysis theory and measures.In the second part, the writer analyses the main opportunities and threats Sichuan Telecom faced with from four dimensions: the characteristics of the telecom-products, the reform and opening up of the telecom market and the current competition profile, the current characteristics and situation of the telecom market in Sichuan.In the third part, the writer analyses the main opportunities and threats Sichuan Telecom faced with concerning the network resources, financing, business scope, marketing and management.In the last part, based on the SWOT analysis, the article argues the general expansion development strategy and the products strategy based on it. The writer presents the necessary measures for the successful implementation of the strategies, suggesting that Sichuan Telecom should carry on innovations on marketing, management, technology and public relation improvement.The article is based on the combination of theories and facts. To make feasible strategies, company should take full consideration of the government influence.
