The 21stcenture is an ear that the knowledge economy takes the dominant position. Human resources, one of the four world main resources (human resources, material resource, financial resources, information resources), are critical for the enterprise to be competitive in the marketplace. The enterprises survival and development greatly depends on human resources, which requires reasonable measurement.This paper stresses on the transition from the materials management to the human resources management, which represents a big improvement in the management field. To manage the human resources scientifically is an important content in management science. People have done many qualitative researches on how to develop motivation and how to realize the individual value and get good results. The current problem is whether the human resources, the only motive factor in all production factors, could be measured the same as other production factors. Few people take research on this. Some people say that the human resources value could be measured by salary. This research paper regards the salary as a relative indicator of human resources value. The salary not only depends on human resources quality, but also depends on other economic and non-economic factors. We set forth factor analysis and gray Model (1,1) theory to adjust the salary.The research paper introduces the current human resources measurement condition briefly and then develops research through questionnaires, so as to acquire all statistics. It analyzes alternative factors and forms the measurement system of human resources value. Since all the factors are qualitative factors instead of quantitative factors, we introduce gray model theory and the membership degree. Three representative factors are chosen to set up the model and scientific demonstration is conducted accordingly.The model in the research paper is applicable for individual value measurement, not for the group value measurement. It has got certain practical value, so that the human resources value could be confirmed and measured in accounting and reliable statistics could be provided to the outside. The model could provide 'reliable forecast to the human resources value and could control and manage the human resources value as well.
