A Research Of Appliedvalue Measurement Of Government Affairs Information Resources

Government affairs information resource is one kind of authoritative social resources with various value,especially its applied value can bringmany benefits to users to satisfy their information demands of different levels.Therefore,applied valuemeasurement of government affairs information resources has becoming an important researchtopic,whose purpose is to solve the problems that the fuzzyunderstanding and under-utilizationof applied valueof government affairs information resources.This paper includes four parts,namely,identifying applied value of government affairs information resources,applied valuemeasurement theories of government affairs information resources,applied valuemeasurement indexes of government affairs information resourcesand applied valuemeasurement models of government affairs information resources.Part1:Identifying applied value.Firstly,identifies the concept of applied value of government information resources from the perspective of its meaning and characteristics,as well,identifies its grammatical applied value,semantic applied value and pragmatic applied value in the perspective of all-information.Secondly,analyzes its applied value of inspiration intelligence,fusion intelligence and innovation intelligence basing on the users' basic,derivatives and advanced information demands,which to strengthen the recognition of applied value of government affairs information resources.Part2:applied valuemeasurement theories.Introduces the theory of users perception as a foundation measurement theory to clear the main perspective of this paper.Combined with the users' demands,studies the measurement theories about measurement target,measurement mechanism,measurement method and measurement technology,etc.Basing on the recognition of its applied value,analyzes the measurement mechanism about its goals and indicators from the perspective of all-information.All of these measurement theories can provide theoretical basis for the building of measurement indexes and models.Part3:applied valuemeasurement indexes.After analyzing users perception and measurement theories,this paper designs a series of measurement indexes for government affairs information resources' applied value,and amends these indexes through the factor analysis method,establishing a preliminary measurement indexes system.Part4:applied value measurement models.According to the measurement indexes system,structures theoretical measurement models and puts forward some relevant research hypothesis.Analyzes the formal survey data,and makes fitting tests of measurement indexes and models by using the method of structural equation model(SEM).Calculates the weight of each measurement indexes by referencing to existing indexes' weight allocation methods,at the same time,analyzes related paths coefficients and validates all original hypothesis by using AMOS software.Eventually builds an applied valuemeasurement model of government affairs information resources based on SEM and establishes an applied valuemeasurement mathematical function formula.After finishing all of the above work,finally completes the research of applied value measurement of government affairs information resources.
