Heilongjiang coal industry has character of low market concentration, small difference of product, high entry harry and low exit barry. That shows that the market structure belongs to typical diversity. It is close to perfect competition. Enterprise conduct shows purchasing output and depreciation, directly results in over-competed market performance.Un-reasonable market structure and industrial structure are reasons of over-competition. The inner reason of over-competition is both false policy that strengthening competition can promote efficiency and false conception of the character and property of state-owned coal enterprise.In order to change the over-competition of Hei long Jiang province coal industry, reasonable coal industrial structure of the Western market developed market economic country should be our choice.
